Rhonda Grant is the President and CEO of the Grant Consulting Group, with over 25 years of experience in government and the private sector, including for-profit and not-for-profit corporations. After spending 10 years in the Michigan Insurance Commissioner’s office, where she reported directly to the Commissioner as liaison to the Executive Office and the National Association of Insurance Commissioners, Rhonda spent 5 years as a lobbyist for Blue Cross Blue Shield of Michigan.

Ann McDaniel is the Director of Client Services for Grant Consulting. Ann has 25 years’ experience providing Information Technology (IT) and project management support to the Banking and Insurance industries. Her professional strengths include communication with clients, leadership oversight of development teams through the project life cycle of new and existing systems, and the discipline and creativity needed to design and maintain websites for small businesses.

After 32 years of service with the Michigan State Police, Lt. Col. Sands (ret.) joins Grant Consulting. Prior to his retirement from the public sector, Lt. Col. Sands served as a Deputy Director of the Michigan State Police and commanded the Field Support Bureau. He was responsible for the effective management of major portions of the department and assisted the Director with policy formulation, strategic planning, and determining the course of direction for the agency. He provided executive direction and leadership in the areas of emergency management, homeland security, forensic science, traffic safety, and state 911 administration, regulation, and public safety communication interoperability. In addition, he served as the Chair of the Michigan Public Safety Communications Interoperability Board.

Krystal Rourke joined Grant Consulting as an Associate after eight years as Senior Legal Counsel for the Michigan State Legislative Service Bureau (LSB). LSB is the bipartisan Legal Division that assists the Legislature in drafting policy legislation and ensuring legal advice and compliance with Michigan statutes. Prior to her role at LSB Krystal served five years as a Deputy Commissioner of the Policy Division.

Brigadier General Michael C.H. McDaniel joined the Cooley Law School full-time faculty as a professor in the Constitutional Law Department in 2010. He will be responsible for developing an LL.M. program in Homeland Security Law. McDaniel most recently served as the Deputy Assistant Secretary for Homeland Defense Strategy, Prevention and Mission Assurance.

Dr. Ray Spudeck joins Grant Consulting Group as an affiliate organization based out of Tallahassee, Florida. Dr. Spudeck brings a strong regulatory background from experience with the Securities Valuation Office in New York City, many years with the National Association of Insurance Commissioners and as the Chief Economist for the Florida Office of Insurance Regulation.
